Method
Every reference comes from a text published by the authority that issued it, and the link to that publication appears on the record. No secondary sources, no internal sources, no unpublished documents.
The Observatory never states that a text applies. It states what is recorded — a repeal, an amendment — and what is not. The absence of a recorded contrary act is not a verification of scope, and it is never given that name.
Official titles, act numbers and article references are never translated: translating them would create a reference that exists in no official gazette.
